Solicitation: Graphic Designer
Project Title: East Moraine Community Forest Trails Plan graphic design
Posted: September 24, 2026
Due: November 4, 2026
Issued By: Wallowa County
OVERVIEW: Wallowa County seeks a qualified professional consultant to provide document design, formatting, and editing for ongoing local and regional projects. The consultant will work closely with the EMCF Manager to format and organize the East Moraine Community Forest Trails Plan.
BACKGROUND: The 2022 EMCF Management Plan directs the development of a Trails Plan, when deemed necessary. In response to recreationists requests and the need to balance the Forest’s conservation values - wildlife/habitat, forestry, range, cultural resources and recreation - the EMCF Management Committee and Manager are drafting a trails plan that will include public input and a zone permit application.
The EMCF was conveyed to Wallowa County in 2020 after 14 years of work by the Wallowa Lake Moraine Partnership - Wallowa County, Wallowa Resources, Wallowa Land Trust and Oregon Parks and Recreation Department. Trailheads were developed to welcome non-motorized, recreational use that takes into respectful consideration of the other conservation values listed above.
This consultant will primarily support the EMCF Manager in the development and design of the EMCF Trails Plan.
PROJECT DELIVERABLES:

○ Chapter Review: Confirm with EMCF manager that completed chapter drafts are ready for formatting. Chapters, Title Page and Table of Contents final drafts will be available for the contractor November 30, 2025.
