Public Notice
Notice is hereby given of a public hearing to be held by the Wallowa County Board of Commissioners on Wednesday, June 5, 2024, at 11:00 am in the Thorton conference room, 1st floor of the Wallowa County Courthouse.
This hearing concerns the original Planning Director’s review and approval of zone permit ZP#23-13 (a 10,640 sq ft retail store) and lot line adjustment LLA#23-01. The Planning Commission denied appeals of these decisions (APP#23-01 and APP#23-02). The denial decisions have been appealed to the Board of Commissioners and the new appeal file numbers are listed below. The hearing and record for the appeals will be consolidated.
• APP#2024-001 from Eng, et al., of APP#23-01 (re: ZP#23-13)
• APP#2024-002 from Eng, et al., of APP#23-02 (re: LLA#23-01)
• APP#2024-003 from Zinni of APP#23-01 (re: ZP#23-13)
• APP#2024-004 from Wallowa DG, LLC of APP#23-01 (re: ZP#23-13)
• APP#2024-005 from Wallowa DG, LLC of APP#23-02 (re: LLA#23-01)
Location: Township 01 North, Range 42E, Section 11, and Tax Lots 300 and 1300.
Zone: City of Wallowa Urban Growth Area Commercial/Industrial and Wallowa Urban Growth Residential.
The appeal letters, staff report, and record can be viewed on the Wallowa County website (https://www.co.wallowa.or.us). Copies may be viewed in room 301 of the Wallowa County Courthouse at 101 S. River Street, between the hours of 8 a.m. to 5 p.m., Monday through Friday, excluding holidays. Copies of all documents may be obtained from the Board of Commissioners at cost.
These matters will be reviewed for conformance to the WCCLUP, all relevant WCLDO Articles, the City of Wallowa – County Urban Growth Boundary Agreement, the City of Wallowa Zoning Ordinances, and any other applicable goal, regulation or ordinance of Wallowa County or the State of Oregon. The default review is an “on the record” appeal proceeding, meaning that the Board of Commissioners will review the Planning Commission decisions based upon the evidentiary records compiled before the Planning Commission. This review type would not incorporate new evidence or public comment. The Commission may elect to hear the appeals ‘de novo’ which would allow for additional evidence and public comment.
