  Responsibilities of the Commission on Children and Families

Supports and implements the goals, policies, and directives of the local commission membership, and meets state guidelines, through the key functions of the commission system:

Planning:

  • Lead and coordinate a local coordinated comprehensive planning process, which includes mapping, data analysis, priorities, strategies and measurement.
  • Develop broad community participation in planning process.
  • Facilitate the local process of compiling and analyzing data for review by community.
  • Facilitate and prepare the writing of a coordinated plan that meets local needs and state guidelines.
  • Assist planning participants to identify which entity will take leadership for which priority identified in the plan.
  • Provide training and technical assistance to inform planning process.
  • Provide leadership and focus for addressing priority areas developed through the planning process.
    • Promote and facilitate citizen participation in project and program development, including youth involvement.
    • Promote public/community awareness of commission purposes and prevention issues.
    • Promote broad organizational leadership in implementing plan.
    • Provide information on proven and best practices as needed to implement plan.

Community Building:

  • Builds awareness for and commitment to key issues identified in the Coordinated, Comprehensive Plan.
  • Builds relationships, collaborations and networks to enhance the implementation of priorities identified in the Coordinated, Comprehensive Plan.
  • Builds positive environments that ensure that all children, youth and their families are able to access and use needed supports.
  • Builds linkages that engage both formal and informal systems in making decisions together about supports for children, youth and their families, including resource alignment and development.

Monitoring and Evaluation:

  • Develop, organize and implement monitoring and evaluation systems based on the Building Results (OSU, 1997) framework or other performance measurement systems, State Commission on Children and Families requirements and plan requirements.
  • Monitor the progress of a) the local community comprehensive plan's targets in conjunction with other partners and b) outcomes of activities and initiatives funded by local commission dollars.
  • Use data to assist commission members and the community to make informed decisions regarding allocation of resources and achieving targets identified in the comprehensive plan.
  • Facilitate a process of regularly analyzing outcomes from the implementation of the comprehensive plan.
    • Use monitoring/evaluation data to identify successful services and initiatives to strengthen existing services and initiatives and further best practices.
    • Use monitoring/evaluation data to identify unmet needs in ongoing planning process.
    • Provide or broker training and technical assistance to further implementation of best practices.  

Advising Board of County Commissioners (BOCC) Regarding Policies about Children and Families

  • Provide leadership and expertise on children and families issues that face the county.
  • Provide information about gaps in service, needs for children and families, and community strengths and resources, along with recommendations for action.
  • Provide information and resources regarding best practices for programs and policies in the county.
  • Advise the BOCC on potential state legislative or executive actions that may affect county programs, policies, or resources.
  • Advise the BOCC on how other county department programs and policies fit within the broader system for children and families.
  • Advise and seek approval from BOCC regarding local commission on children and families and community work.

Managing Resources (operational functions):

  • Build commission RFP, collaborative contracting and other bidding processes from plan, in accordance with county, state and federal regulations.
  • Develop and implement contracts for programs funded by local commission on children and families using established standards for contract management and measurement.
  • Develop and implement policies, procedures and internal controls for local commission operations, including preparation of required reports, budgets, fiscal record keeping, etc.
  • Coordinate local commission meetings and operations.
  • Provide training, technical assistance and orientation to local commission on children and families members and the community.
  • Prepare county budgets and fiscal record keeping procedures.
  • Respond to requests for information from communities, state agencies, legislators and other interested entities.
  • Manage operations of local commission office including supervision of staff, staff development, answering phones, handling of paperwork, and other internal office functions.
  • Develop a working knowledge of applicable state and federal statutes, rules, and regulations.
